All non-governmental entities repeatedly scheduling the facilities (more than three dates within a six-month period), all non-governmental entities hosting a large event (100 or more participants), and any non-governmental entity charging a fee to participate in an activity must provide evidence of liability insurance in the amount of one million dollars.
